Can one parent deny visitation if the other parent is late on their child support payments?

Does the non-custodial parent always have to pay child support?
No. Child support is determined using a complicated formula that takes into account many different factors, including the income of both parents, parenting time each party spends with the child, and so forth. In some cases, the custodial parent may end up making child support payments to the non-custodial parent.
